What a weep hole does
It drains the cavity. Water through the outer brick skin runs down, lands on a flashing and leaves through the weep hole. Remove any part of that and the water stays in the wall.

Weep hole required, at high severity, on an Austral practical completion inspection, together with a control joint not continuous on the same job.
Why handover is too late
At lock-up this is a bricklayer and a chisel. At handover the brickwork is finished, sometimes rendered, and correcting it means cutting into completed work.
How builders respond
They resist, for the reason above. The counter is a report that cites what the detail fails rather than describing how it looks, and a dated photograph.
